Now, I'm not a builder, but I'm guessing that the fact that the walls now having some kind of waterproofing barrier as well as some fibreglass padding indicate that it could very well be where they expect the dirt "level" or grade to be when it's finished.
In which case either where Adele is standing is going to be a steep hill down or a retaining wall will be placed here... either way we purchased a "walk out basement" which means walking out of the basement should be directly or at least as close as possible to the ground level.
Adele also found out that for the garage they will be filling with a mixture of dirt and gravel - and looks like on this picture they have already started filling in to level for the basement floor - again I'm no expert but looking at the amount of dirt a few truck loads of gravel are required here!
Bear in mind the wall at the front of the photo is where any door would be placed, so the floor must be level with the height of the wall!
